By the establishment of the Fund the Govern-

-ment will save certain security allowances at present paid amount-
-ing to $235 a year, namely for two Shroffs in the Treasury 150
and two in the Imports and Exports Office 8u5. Other applications
for security allowances may also be expected in future, if no
general fund is in existence.

I have also had under consideration the
question of a Government contribution to start the fund, and in the event of your approving of the scheme, I am of opinion that a
sum of $2,000 might be inserted in the Estimates for 1913. If you agree to this I should be glad to be informed by telegraph.
